Introduction of the Case of Public Security System


I. General
        Currently large numbers of surveillance centers have been built by local police stations subordinated to municipal public security bureaus and public security sub-bureaus of counties and districts; all these centers are equipped with the video surveillance system with analog matrix as kernel. Now the problems the user is facing are that it is impossible to implement call and control of the image resources of these surveillance centers at command centers of municipal public security bureaus and public security sub-bureaus. As the matrix brand used by the front end police stations is complex and the traffic route can only be accessed via public security network, the AVTrace’s MDPC+KBC networked control solution is used to integrate all the video resources of subordinated police stations into the video surveillance system of command centers of municipal public security bureaus and public security sub-bureaus.
Moreover, it is possible to directly switch and control the video image connected to the control room matrix of subordinated police stations through the existing analog matrix system of municipal bureaus and sub-bureaus and to control the Kruz Cam connected to the front-end matrix, thus to build a huge video surveillance network.
        The matrix brands applicable to AVTrace’s MDPC include Pelco, AD, Honeywell MAXpro, Infinova, Mainvan, Toyani, AB, VC, TIANDY, and Videotech. Theoretically any matrix brand is applicable.
        Each police station, through a mode of MDPC+8-channel encoders, can achieve a goal of uploading up to 8-channel video image simultaneously, including implementation of PTZ control. The video parameters (including coding format, stream size, and GOP structure) are configurable for each channel of video image against the needs. Images that can be seen in the center, in addition to being displayed through decoder, can also be viewed via CM client decoding software.
        Through this solution, all analog video surveillance systems with different brand matrix as kernel can be connected into the digital video surveillance system and all equipment are compatible.
II. Connection of Police Station Front-End MDPC with Analog Matrix
       1. Connection of control port: the control ports of various matrix brands are connected to MDPC in different ways. For instance, the communication for certain matrix is performed via 485 communication bus, where the system function can be realized simply by connecting the 485 output of the equipment to the bus. Certain matrix is only provided with 4 matrix control ports, if ports required by local keyboard (including MDPC) exceeds four, a port expander is required, and the interface communication protocol is RS232. The instruction server of certain matrix is provided with RS232 port for MDPC connection, and it shall be noted that the instruction server can only be used by configuring data parameters for that port.
        2. Connection of video port: generally the police station front-end matrix is equipped with limited numbers of output ports. If the remaining ports are less than 8, the video distributor can be used for sharing video output with local monitor.

III. Realization of System Function
        1. Limitation of channel numbers for uploading video from police station to sub-bureau and from sub-bureau to municipal bureau: front-end police stations are equipped with 8 channels for uploading video, in case of calling the 9th video channel, the current handling mechanism is to cut off the connection of the first video channel and display the 9th video channel at the connection port of the first video channel, and the rest can be done in the same manner.
        2. Display after video is transmitted directly from the decoder to the matrix of sub-bureau: this function is controlled by KBC. When the number of keyboard for configuring the output port of decoder is fit with the number of input port of matrix for connecting the decoder, and when video connection is established, KBC will input the free port of decoder to the analog matrix and input the video image of this analog matrix channel to the current monitor.
        3. Switch and control of image resources of all police stations by the municipal bureau: it can be learnt from the system diagram that the municipal bureau as well can be regarded as a local keyboard, so it can implement all the functions of a local keyboard.
        4. Coexistence of local analog matrix with digital system: attention shall be paid to that the camera number of local analog matrix or the numbers of analog network cameras cannot be the same with the camera number inside the digital system. The operation control instruction without a number will not be processed.

IV. System Upgrading and Expansion
