Video Surveillance System Solution for Airports


        In recent years, with the rapid growth of China's economy, China’s air transport industry has maintained speedy growth momentum and there is still a huge room for the industry to develop. Given the increasingly grim situation of national and international anti-terrorism, the construction of the airport security system has gained unprecedented attention. How to improve the safety monitoring system of airport? How to integrate the safety monitoring system of airport with mature and reliable high-speed digital transmission system? How to reliably save video images for a long time and simply and quickly retrieve the images? How to form a set of airport security system by combining it with other systems of airport? Only the digital security monitoring system can effectively solve the above problems.
        The monitoring system of airport normally includes monitoring subsystems at the terminal, parking apron, perimeter and parking lot, with approximately hundreds of cameras (more than 2,000 cameras at large airport) and all images taken by such cameras are required to be stored in high quality for a long time. Multiple monitoring centers and subcontrol centers are also required to be established. The security system network is specially constructed for airport, with the video surveillance system running on the network. Video encoders are installed in each equipment room and cameras are converged to the nearest equipment rooms and access the video encoders; NVR server is to be installed in the control center and it can be connected to the disk array through FC-SAN so as to store all the videos within the system; resource management server is also to be installed in the control center to manage and maintain the system; furthermore, multiple hardware decoders are to be equipped in the control center and subcontrol center to display the real-time images and stored images and browse, control or play back the video by using the client workstation. A multi-region hierarchical control method is adopted by the whole monitoring system, i.e., the monitoring system is comprised of control center and subcontrol centers of different expertises; management staff and operators at all levels are to manage and control the monitoring system within their authorities; moreover, high-priority users are able to deprive low-priority users of their control over resources and the system can display in real time the occupation situation of PTZ device. The system supports the mixed HD and SD access management; therefore, the HD IP camera can access CCTV network through VSMS (IPC secure access management server), which solves multiple problems, i.e., security isolation, IP address occupation, unicast and multicast conversion and compatibility of IPCs from multiple vendors. SD video is taken by analog camera and encoded by video encoder , which achieves the mixed HD and SD access, unified platform management, decoding and display. The system is able to support three encoding modes, i.e., MPEG-2, MPEG-4 and H.264, and provide video package format as per the users’ requirements so as for the users to conduct secondary development; therefore, it is very easy to realize the interconnection and interworking with other third-party video encoding and decoding products.

When linkage with other systems is needed, SDK development kit method provided by AVTrace can be adopted to develop and integrate the management system, and combine other systems with the video surveillance system. After other systems receive the alarm signal, the integrated management system is to automatically execute a series of predefined actions and issue control commands directly to the monitoring system and equipment, for example, to control the PTZ camera to rotate to the designated location, to establish the connection with the video of the related area where the alarm signal is triggered and to start the alarm recording. Linkage with other systems can also be performed by dry contact, i.e., the dry contact signal of other systems is to be directly linked to I/O ports of video encoder and decoder; therefore, the alarm linkage can be realized by this easiest and most direct method.
        To realize the integration of the original analog video surveillance system of the terminal at the airport with the digital video surveillance system, AVTrace is to provide analog matrix control modules, which are to be imbedded into the digital operation control terminal (the same set of control software is able to control the digital and analog surveillance systems). When operators issue the control command of the analog matrix, the control command is to be transferred to the original terminal and input to the analog matrix controller, by which means the digital surveillance system is to be able to control the original analog matrix so as to achieve the mode of digital-analog hybrid control and effectively protect the original investment through minimum input and integration with original analog surveillance system.
