I. Summary

        As a major component of human civilization, cities develop along with human civilization and progress. People began to settle down in one place since agrarian age, and with the development of industry and commerce, cities appeared and urban civilization started to be spread. But in fact, cities, the product of development of human society, emerged from the agrarian age. The development of social elements, such as urban economy, technology, lifestyle and living environment, represents the level of social civilization of one country (or district).
With the development of economy and society, cities in modern times have developed from pre-industrial age, industrial age and post-industrial age into modern ones in information society marked by “wider use of computers”. However, the development of modern cities faces enormous problems with the acceleration of urbanization process, which imposes great pressure on city managers and residents living in the city:
1. The issues of urban population expansion and environmental protection are becoming increasingly acute due to the limit of land, space, energy, clean water and other resources .It is imperative to transform the economic growth mode and break through the limit of growth, so as to maintain the trend of sustained and rapid economic development of the city.
 
2. At present, resource-intensive industry and labor-intensive industry are pillar industry of all cities, which means that cities are lack of core technology and superiority brand. Only by industrial upgrading and restructuring and cultivation of industry with core competitiveness can urban economy possess sustainability and growth potential.
 
3. Issues like traffic jam, food safety, personal safety and community security have become a concern for all residents. As urban size expands increasingly, floating population increases and logistics system becomes more and more complex, the traditional management style by quality inspection departments and residential committees become incompetent. Therefore, the city manager urgently needs a set of control and coordination system which supported by technology to synchronously update information in real time, in order to realize smart management, thus offering modern livable places for urban residents and further introducing talented persons with high intelligence when holding existing talents.
 
4. Economic integration and globalization lead to many problems such as malignant diseases, increase in vicious crimes and terrorism threat. The current "chimney" type of city public security, medical treatment, government and other systems cannot provide integrated information support for quickly resolving problems and unexpected problems.
Now, with the help of a new generation of information technologies like Internet of Things and cloud computing, physical infrastructure, information infrastructure, social infrastructure and business infrastructure in the city can be connected as a new generation of smart infrastructure through perception, interconnected and intelligent way, thereby showing the relationship among all areas and all subsystems in the city, becoming the “system of system” that can be applied for command decision, real-time response and coordinated operation. This is the vision of future urban development that can be realized by "Smart City".
 
        In short, data-centric Smart City applies cloud computing as basic support platform and Internet of Things as trunk to raise operating efficiency of the city, improve urban public service level and comprehensively promote the integrative development of information technology and industrialization, urbanization, marketization and internationalization, via extensive information access and overall perception, fast and secure information transmission, scientific and effective information processing and innovative urban management mode, thus enhancing the comprehensive competitiveness of the city.
        At present, building Smart City has gained international and domestic attention. According to incomplete statistics, about 1000 Smart Cities have been started or under construction around the world, for example, Singapore and Taiwan, respectively, have proposed and accelerated the construction of the "Smart Country 2015" and "Smart Taiwan". So far, 16 Smart Cities have been explicitly presented in the released local government work report 2012, i.e. Beijing, Changzhou, Guangzhou, Nanjing, Shanghai, Tianjin, Xiangtan, Zhuhai, Foshan, Hefei, Shenzhen, Shijiazhuang, Suzhou, Wuxi, Wuhan and Zhongshan. Accelerating the construction of Smart City is urgently needed to deal with the new challenges of urbanization and build cities with high quality of living.
 
 
II. Background and Requirements
        “Smart” is mainly reflected in the following aspects in the process of urban informatization:
First, sort out and classify relevant contents through informationalized top-level design for intensive and systematic construction, and timely obtain information on city running status. 
Second, cluster, associate, dig deep and multi-dimensionally integrate all kinds of relevant information to serve the participants related to city operation.
Third, process and utilize the acquired information to influence the consciousness and activities of the participants related to city operation, promote the harmonious and efficient operation of city operation elements and participants, and form a closed-loop control, thereby reaching to the best.
 
        To be specific, “Smart City” will help the government realize convenient, fast and accurate management over cities and achieve sustainable urban development by the following three application systems:
1. Seek for harmony: the city manager will take advantage of the subsystems for E-government, safe city, Digital urban management and emergency command to know economic operation data, public security and police strength, and plan and deploy resources in advance according to the basic information, so as to efficiently deal with extreme climate disasters, public emergencies and devastating natural disasters, thus maintaining urban safety and stability. III. Application Scenarios

 

        Smart City refers to highly informational and comprehensively networked city, in which personnel, machinery, equipment and infrastructure can be precisely managed and controlled. On this basis, people can manage the production and life in a more refined and dynamic way, thereby achieving "smart" state, increasing resource utilization and productivity level, and improving the relationship between man and nature.

        Smart City is a brand-new development model involving all areas of the city, and its construction and development will go through a long process. Upon comprehensive consideration of related technological development and urgency need of urban management for Smart City, it is concluded that the following scenarios exist in said Smart City:

1. Cloud Computing

        Small City requires strong and stable IT system to take the place of traditional IT data center which features lower resource utilization rate, with more servers used, power consumption and temperature control and network equipment expansion that causing management more difficult and hardware cost of IDC increases out of control. Therefore, IDC's management operation and maintenance cost is high and HA cluster and load balancing plan is also relatively isolated. New technology is required to change IDC in order to integrate all resources of IDC, maximize resource efficiency and conduct overall deployment of cluster and backups during the application of Smart City.

2.  E-government

    “Smart Government” is undoubtedly a key area during planning and construction of “Smart City”, while E-government is the most visible expression of “Smart Government”.

    Traditional city and the government are arranged on the basis of business and management responsibilities, with each department performing different duties, which leads to serious barrier between departments and isolated basic operation data in different "chimneys" of the city. With the rapid development of information and communication technology, the government is facing electronic, informationalized and networked pressure .The typical application scenarios of E-government includes G2G (Government-to-Government), G2B (Government-to-Business), G2C (Government-to-Citizen) and G2E (Government-to-Employees), which let traditional government to transform towards uncorrupted, diligent, pragmatic and efficient government. In addition to enhancing the efficiency within the government, it can also conduct efficient services for enterprises and the public, and cooperate with enterprises to timely handle daily management and emergency management affairs with high quality.

    Avtrace provides safe and stable IaaS and PaaS platform to support E-government platform and unify the electronic data of different government departments to build new SOA-oriented E-government business logic,and then ultimately establish E-government system with DaaS as the core.

3. Safe City

    As economic development and urban construction accelerate, the population density in cities has been increased and floating population surged, leading to many urban management issues in the aspects of traffic, public security and key area safeguard. Consequently, safe will be inevitably applied as a top priority, as equally important as economic construction, during the construction of modern city in the future. The focus of the construction of “Safe City” is to guarantee the personal safety and property safety of the persons living and working in the city. Currently, with respect to urban security management, the increase of public security police is far from meeting the actual needs due to urban core area expansion and rapid population increase. Therefore, turning technological means into direct use has become a necessary choice, and urban security video surveillance becomes a powerful tool to solve this problem.

4. Smart medical treatment

    Informatization, information technology and other key words were mentioned in eighteen places in the Report at 18th Party Congress on November 8, 2012. The first one is the overall objective of “completing the building of a moderately prosperous society in all respects and deepening reform and opening up in an all-around way”, in which informatization was a specific goal of “sound economic development” and “Industrialization should be basically accomplished. IT application should be significantly expanded” was put forwarded. This is the first time to include information construction in development goal.

    Premier Li Keqiang chaired a State Council executive meeting on July 12, 2013, which urged to promote information consumption and stimulate effective domestic demand to promote economic restructuring and upgrading. In addition, it is required to speed up the implementation of "Information Technology to Benefit People” project, establish public information service platform, promote the sharing of education and high-quality medical resources, popularize the application of the residents' health card and accelerate the nationwide networking of employment information. Through above efforts, it is targeted to achieve more than 20% of average annual growth of information consumption in the last three years of "the 12th Five-Year Plan" and a significant increase in e-commerce transactions.

    The State Council issued Several Opinions on the Promotion of Consumer Spending on Information Technology to Expand Domestic Demand on August 14, 2013, which requires to take scientific development perspective as guidance, further reformation as motive power, technological innovation as support to push forward the sharing of high-quality medical resources, perfect medical management and service information system, popularize the application of residents' health card, electronic health record and electronic medical record, spread and accelerate remote medical treatment and health management, medical advice and treatment reservation service, and propel information collaborative service of pension institutions, communities, domestic institutions and medical care organizations, by exploiting consumptive potential, enhancing supply capacity, inspiring vitality of the market, improving the consumption environment, strengthening information infrastructure, accelerating the optimization and upgrading of information industry and vigorously enriching the contents of information consumption.

    Premier Li Keqiang chaired a State Council executive meeting on August 28, 2013, which proposed to promote the development of healthcare industry……It is pointed out that healthcare industry, including medical care, rehabilitation care, fitness and health and many other fields, is an important part and weak link of modern service industry. The demand on health service by the broad masses keeps sustainable growth as living standards have improved. It is needed to earnestly perform governmental duties, and intensify reforms and fully mobilize social forces when ensuring the essential medical demand of the people, in order to accelerate the development of content-rich health service industry with diverse levels, thus realizing coordinated development of basic and non-basic health services. This is not only another major move to meet the urgent needs of the people, improve national health quality and protect and improve people's livelihood, but also an important means to enhance the service level, effectively expand employment, form new growth point and promote economic restructuring and upgrading.
